Soil amendments

I generally have pretty good success with my garden using compost and topsoil. But my root vegetables, carrots, beets, green onions, garlic tend to be slow growth or stunted. What should I  do to amend the soil?

Thanks,

Bruce

I do know about the auto-thingy (LOL). I've considered weather...but they've been stunted two summers now. Wondering if I need to make the soil more porous. I'm using raised beds by the way
